The Illusive Store offers Shell Credits in exchange for Illusive Specimens which are obtained by clearing stages of the Depths of Illusive Realm.
You can exchange up to 225,000 Shell Credits by exhausting the contents of the Illusive Store.
Depths of Illusive Realm Guide
The Illusive Store and Depths of Illusive Realm is unlocked upon reaching Union Level 17. You can increase Union Levels by doing Daily Activities, Quests, spending Waveplates, and general exploration.
Simulation Training has a domain dedicated for Shell Credits, with the rewards scaling with SOL3 Phase Level.
Each run costs 40 Waveplates and you can earn up to 80,000 Shell Credits on SOL3 Phase Level 8.
Doing Daily Activities can get you 20,000 Shell Credits per day, on top of getting Union EXP and Development Materials.
Go through your Quest List and knock them out to earn Shell Credits. Quests may take a while to complete, but you'll earn a big amount of Shell Credits for your efforts.

Supply Bundles are purchased with the premium currency Lunite and come in different rarities. They are bundled with Development Materials and have a weekly purchase limit.

Oscillate Corals can be exchanged for Shell Credits and are obtained by pulling from Gacha Banners. You can exchange 6 Oscillate Corals for 3,000 Shell Credits without limit.
Note: Exchanging Oscillate Corals for Shell Credits is only recommended if you've cleared out the other items at the shop and have plenty of leftover Oscillate Corals.

You can accrue Shell Credits through exploration by completing challenges found throughout the map and solving puzzles.
Exploring may take a while but Shell Credits will gradually accumulate on top of getting Union EXP, Astrites, and other goodies.
All Puzzle Types and Solutions
World Bosses also reward Shell Credits, but only a small amount because they are primarily a source of Ascension Materials. You'll also need 60 Waveplates to claim the rewards.
Weekly Challenges also give out Shell Credits and cost 60 Waveplates, similar to world bosses. Shell Credits are not the main objective in doing Weekly Challenges but they do add up.

Clearing Tacet Fields for the first time will give you a significant injection of Shell Credits, along with Astrites, Development Materials, and Echoes.
There are only a limited amount of Tacet Fields however, but you can expect more when an update drops in the future.

The Souvenir Store offers Shell Credits in exchange for Wood-Textured Shard, which are obtained through exploration.
Jinzhou Map and 100% Exploration Guide
Shell Credits are used to level up Resonators, along with Resonance Potions. Once you reach a character's level cap, you'll need to Ascend the resonator to level them up further.

I'd say Shell Credits for Oscillated corals is not worth it, you get 12 x more with only one shell credit simulation run, and if you buy 12, you lose 72 oscillated corals which is more than one convene, so I recommend to save it for next months when the convenes resresh in the shop.
