The Rumbling Hollows permanent event appears once you have unlocked the Tower of Adversity game mode and reached Union Level 15.

Complete Stable Zone and Experiment Zone

Wuthering Waves - Tower of Adversity - Experiment Zone

After unlocking the Tower of Adversity, complete both Stable Zone and Experiment Zone to obtain all rewards for this event.
