After you complete Offandon Island, you will be able to find this side quest on Bulbfish Island. Talk to Leyden at the Plaza in order to start Leyden's Piscine PR Plans.

To start this quest, you need to talk to Leyden, who can be found by the pier to the west of the blue entrance pipe and plaza of Bulbfish Island.

Catch an Offin and Egoby

If you don’t have an Offin and Egoby in your inventory, head back to Shipshape Island and fish at the fishing spot south of the cannon.

Offin and Egoby can be caught using any bait with any brother, but you have a higher chance of catching them if you use the Handcrafted Bait.

How to Fish

Deliver the Fish to Leyden

Deliver the Offin and Egoby to Leyden

Once you have both fishes, talk to Leyden again to deliver them, complete this quest, and get your reward.
