After you complete Bulbfish Island, you will be able to find this side quest on Desolatt Island. Talk to the Old Pink Concordian at the Village in order to start The Runaway Son.
If this side quest doesn’t appear for you after you return to Shipshape Island from Bulbfish Island, you may need to progress the story a little bit.

Head to Desolatt Island and find the Concordian Mother, just northwest of the Blue Pipe. Speak with her to start the quest!
After a brief cutscene, the Mother will ask for your help in chasing her son across the island.
Desolatt Island Location Guide

| 1 |  The Son’s initial location is in a corner northeast of the Blue Pipe. Talk to him here, and he’ll run off to a new spot. |
| 2 |  Next, go to the Island Plaza. You’ll find the Son hiding behind the Item Shop Owner. |
| 3 |  The Son will then move to the bridge located north of the Island Plaza. |
| 4 |  Head to the yellow building in the southwest corner of the island. Enter the building and make your way up to the rooftop. Use UFO Spin to cross gaps as you navigate through the area. |
| 5 |  Finally, reach the Son on the bridge atop the rooftops. After talking to him, he will fall from the bridge. |
Jump down from the bridge and talk to the incapacitated Son to trigger a cutscene, completing the quest.
