This is Tartaglia's best build thanks to the synergizing effects of the Nymph's Dream, which allows him to gain attack and Hydro damage bonus by hitting opponents with different types of attacks, like Charged Attacks and Elemental Skills.
While Nymph's Dream is best suited with him, you may still use the Heart of Depth set if the substats of your artifacts are exceptionally higher.

Tartaglia works extremely well with Xiangling as he can keep the enemy affected by Hydro while she deals off-field Burst DMG to enemies. This team works in conjuction to deal an absurd amount of damage, but only if the rotation is handled correctly.
We recommend having Kazuha buff both Pyro and Hydro at the same time by Swirling after Bennett and Tartaglia applies their own elements, before using your team's bursts.

The key to maximizing damage with Tartaglia is applying his unique debuff, Riptide.
Enemies hit with Tartaglia's Charged Shots (Bow Stance), Elemental Burst (Bow Stance), and Critical Hits from Normal and Charged Attacks (Melee Stance) will mark opponents with Riptide.
Depending on how Tartaglia triggers the effects of the Riptide mark, Tartaglia will deal additional instances of Hydro DMG.

Hitting enemies marked with Riptide will trigger independent instances of Riptide Slashes. This means that all marked enemies in close proximity will unleash a barrage of AoE Hydro DMG, and if defeated, will trigger Riptide Bursts too!
Try to group enemies as much as possible to exponentially increase Tartaglia's DPS. You can easily do this by using Anemo characters with grouping crowd control skills like Kazuha or Sucrose.

While in melee stance, Tartaglia can close in on enemies and trigger Riptides. However, the longer he remains in melee stance the longer its cooldown becomes, so be sure to swap stances to easily manage his cooldowns.
It is recommended to stay in Melee Stance for around 10-15 seconds at maximum so that your Elemental Skill cooldown would not go beyond 20+ seconds.
This synergizes well with the artifact buff duration of Heart of Depth, and weapon effects of bows like Thundering Pulse.
After unlocking Tartaglia's sixth and final constellation, Havoc: Annihilation, using Tartaglia's melee Elemental Burst will reset his Elemental Skill cooldown.
This can only be done after returning to bow stance, which means your melee stance will always be up after using your melee Elemental Burst.
