Frog the Leaper can be found in ponds with bright blue lilypads. A notable one can be found within the Broken Delta region at the coordinates (4745, -6370).

Frog the Leaper can also be found at Car Stacks littered around the map. A notable example is one found at the coordinates (5632, -3845) at the Iron River region.

These are these specific Deviant's preferences to speed up its Deviant Power and Mood regeneration. Make sure to put its Securement Unit in a location with the proper environment for maximum efficiency.
You can get the Furniture formula for Toys by either spending Starchrom at the Season Shop under the Furniture Formula One section or you can find them through exploration.
You need to wire your Deviants' Securement Unit to a nearby Power Facility that can supply the proper amount of Watts. Electricity can be unlocked under Logistics in your Memetics Cradle, you can start with a Solar Generator.

To use Frog the Leaper, you'll first need to place it in a Securement Unit. Try to fulfill its preferred environment to maximize its Power and Mood.
How to Get and Use Isolated Securement Unit
Wait for Dreamcatcher to produce its signature material, Silver Spring, in its Securement Unit. When you have collected enough materials, you can start crafting Spring Legs!
Try to fix up its environment to its preferred one to maximize the output of materials!

Spring Legs is the Recipe that will become craftable once Dreamweaver has been placed in an Isolated Securement Unit. Even if you remove it from the display, you can still craft Spring Legs at your workbench.
Using Spring Legs will allow you to jump higher in exchange for some stamina.
Other than producting Silver Springs for crafting its Whim Potion, Frog the Leaper also produces Universal Bait which you can use to catch fish.
