The Once Human developers have announced and acknowledged that players are experiencing issues in the game that are caused by the servers. Players can expect a fix in the nearby future.
It is highly recommended to use the Repair Client function when encountering any issues. Players have reported that using the repair client fixed the missing character bug.
Switching servers to a different region, and then switching back to the current region can also fix the issue.
Finally, you can use a VPN can fix the issue and have the character appear in the server list menu.
