Prototype Amber is better, same HP bonus and its passive is more useful. Maybe if you plan to spam normal attacks with Baizhu as a bloom driver or something, I guess.
Normal attacks are NOT considered as CHARGED attacks

Just compared it with Neuvillette signature weapon "Tome of the Eternal Flow" : "HP is increased by 16%. When current HP increases or decreases, Charged Attack DMG will be increased by 14% for 4s...." is said CA not NA. So i think it separated very clear. Also compared with the bow user (3 here use CA to make most dmg just like Neuvi):

So sad but NO, cause Neuvillette dmg is just from the Charged Attack (not Normal Attack). So he won't able to use the buff from the weapon.
