Getting there ... #digitalID legislation is good ✅ and now terrific to see some funding for trials of #digitalwallets and #verifiablecredentials as part of the Australian Government Digital Identity System (AGDIS). Identity is great but only half the story. We need an end-to-end and secure system. It is pointless to be able to prove who you are digitally if you still have to produce/copy/send paper documents and certificates.

A new free data resource providing timely, high-quality insights about regional visits was launched this week by Australian Trade and Investment Commission (Austrade)'s Tourism Research Australia.   The new mobility data, which uses de-identified and aggregated data from several million mobile phones, harnesses technology to provide insights regarding domestic travellers that traditional surveys can’t.   Mobility data is published by TRA monthly, typically within a fortnight of month's end. This complements TRA’s more comprehensive National #Visitor Survey, which will continue to be published each quarter.   The monthly #Data is a fast and reliable source of insights on domestic visitors for the #Tourism industry.   My colleague Grant Ferres outlines that we have been publishing mobility data at a national and state/territory level for several months. He says this week's inaugural release of data for all 76 tourism regions is a continuation along TRA’s path of delivering data at more granular levels of geography and on a more timely basis. We have been able to develop this data for publication thanks to additional funding from the Australian Government   TRA's mobility data model draws on data from a variety of sources, including mobile phone network and GPS data, population data from the Australian Bureau of Statistics and inputs from TRA’s own National Visitor Survey. All data is anonymised and aggregated, to ensure confidentiality and privacy is prioritised at every stage.   The free new data resource is published in a user friendly interactive dashboard, which allows users to choose the geographic location and month of interest. Ah, the Australian government – launching another "pilot" program to test the waters of common sense. A blended payment model? What’s that, a smoothie of good intentions mixed with the bitter aftertaste of bureaucratic inefficiency? So let me get this straight, providers will be paid not just for showing up, but also for actually helping people achieve their goals. Revolutionary idea! Imagine paying people for outcomes and not just their time—how did we not think of this before? Next thing you know, they'll suggest politicians be paid based on whether they deliver on campaign promises. Oh, wait—probably not, too risky. And then there’s the $24.6 million commitment for this pilot over four years. Sounds impressive, but that's less than a speck of dust in the $50 billion projected NDIS costs by 2025-26. So, they're hoping that by tossing a few coins at 31 providers, they’ll magically figure out how to solve deeply entrenched issues like underfunded support coordination and SIL care. It’s like putting a Band-Aid on a broken leg and hoping the swelling goes down. And don't get me started on the "outcome-based payments" part. It's almost as if they’ve realized that maybe, just maybe, incentivizing quality over quantity could work. Too bad they didn’t apply this logic to other sectors, like say… education or healthcare. Maybe we wouldn’t be neck-deep in "services rendered" but barely scraping the surface on "lives improved." Oh, and the cherry on top: they’re trialing this with vulnerable people. You know, the ones who can least afford for this grand experiment to fail. Nothing screams “we care” like using people with complex, high needs as guinea pigs in a government-funded R&D project. Because when you’re dealing with human lives, it's always best to try out untested ideas with the most vulnerable first, right? But at least they’re finally responding to concerns from high-quality providers who are drowning under the current system. I’m sure the criteria for selecting providers will be as transparent and flawless as every other government selection process. It's not like any of them have ever picked winners based on politics or profit margins, right? Can’t wait to see how they measure "success" in these pilots. Is it just about participants reaching their goals, or will it include how much money the government saves by not paying for services that don't meet the mark? Because, let’s be honest, we all know who the real "participant" is in these programs. It’s not the disabled individuals, it’s the government’s bottom line. Marie J. In the hyper-vigilant thrall of witch-hunting "Pretendians", people are failing to pay attention to the bigger issues: https://lnkd.in/gZteQ5et Reconciliation IS supposed to be about Healing -through establishing right relations and accountabilities with the First Peoples. Throwing money at anything and anyone waving an "indigenous" flag is not the way. In fact, it only serves to muddy the waters AND to create competition, confusion and strife for everyone concerned. The colonial strategy of "divide and conquer" is still in operation. And people who fail to learn from this history, only perpetuate "Reconciliation as Re-Colonization". The absence of Traditionally-taught First Peoples on every level-of decision making, I believe, is highly problematic. Firstly, because there are so few left of the bona fide Traditional Elders. Secondly, because there is zero trust between bona fide Elders and representatives of the Formal System (FS). Thirdly, because the very mechanisms for influencing decisions and outcomes of the FS are THEMSELVES constructs of coloniality. The machinations of the system itself STILL require us to ASSIMILATE sufficiently in order to gain audience and influence at the levels that matter (e.g., through language, anglicizing, urban proximity, adoption of colonial methodologies in communication, decision-making, contracted timelines, and results expectations, etc.). Genuine Reconciliation cannot happen without a long overdue SHIFT both at the PERSONAL and at the PARADIGMATIC levels. Yes that's right, I am naming it. The structures we have inherited in Canada, within which we are presumed to necessarily operate, are COLONIAL CONSTRUCTS. Traditional Indigenous ways of knowing, being and doing - as I know them - are completely precedent and altern to these constructs. How then can we rely on these colonial constructs - from Governance to Health, Education Social Services, Business and Economics- to be even permeable to, much less comprehensive of, Indigenous ways of knowing, doing and being? Particularly when these colonial constructs are designed to only reproduce replicants of itself? Surprisingly, I do not advocate for a complete dismantling of 'The System'. I actually believe it is possible to steer many of these colonial machinations towards proper Reconciliatory ends. This must start with the People - it cannot be from 'Top Down'. And it must be through Skills Learning and Practice - not through catechism, rote and formulae. Also surprisingly, I am not going to promote my workshop/teachings here. I am wary, critically cognizant and inherently resistant to leveraging social and professional contacts in civic discourse for 'marketing' purposes. And i resent the expectation that i must commodify myself in order to discover a community of similar minds. I DO however have to say a few things in a few directions. (TBC in following post due to character limitations).

As a Strategy & Policy Designer it is great to see the keynote from Catherine Livingstone on the value of design thinking for strategy and for boards to approach in this new way at the AICD Governance Summit 2024. “Design thinking is hard, but pays enormous dividends and with the increasing velocity of change, as a capability, will be a critical success factor. It drives simplicity from complexity, providing a rigour, which enables more resilient strategic thinking.” Highlighting examples from Tesla to Apple, and her own executive career at Cochlear, she stressed the transformative power of design thinking in strategic disruption, challenging the notion that its application is limited to product or fashion design. However, for the philosophy to work it requires a communicable strategy and a linked business plan.” I will write more about this in my newsletter (660 in a week and growing) - Theory for the Business in the coming weeks. Is there substance behind the Starmer team’s talk of “mission-driven” government? Interesting piece by Jill Rutter, who has been thinking about how to make Whitehall better for years. As Rutter points out, Starmer seems to recognise he will have to devote substantial personal time to his missions if he is to make progress; he cannot delegate them to his cabinet let alone to officials. I worked at the Prime Minister’s Delivery Unit in its heyday under Blair. Its authority fundamentally depended on the pageantry and presence of the prime minister, most notably at regular ‘stocktakes’ focused on his main domestic priorities. But in two other ways the Delivery Unit is an inexact parallel. First, Labour’s missions are deliberately conceived to exceed the remit of a single government department or to be reducible to single targets. For example, the health mission describes an NHS “that is there when people need it; with fewer lives lost to the biggest killers; in a fairer Britain, where everyone lives well for longer.” These objectives require concerted cross-government reforms, backed by dedicated resources allocated to make progress against a blend of shorter and (much) longer term targets. Second, mission-driven government is also meant to connote galvanising non-government actors, whether business or civil society, in service of its objectives. Peter Hyman, one of the key proponents of the approach (and also a former Blair advisor), is a sceptic of ‘deliverology’. He emphasises a mode of action in which the state catalyses but is not the sole or even the most important player.   Catalytic government is an attractive political approach. #NewResearch! 🏮 🏮 Subscription traps are consumer-harm-causing deceptive design tactics used by all companies small and large- from news providers to e-commerce platforms, and over-the-top video streaming(OTT) services to medical services. A new report from the Consumer Policy Research Centre on hashtag #SubscriptionTraps witty-ly titled 'Let me Out' measures the impact of these choices on consumers in Australia- Here's what stood out for me: 1. Close to 1 in 3 Australians (32%) have felt pressured into keeping a subscription 2. 75% of Australians with subscriptions have had some form of negative experience when trying to cancel a subscription 3. 90% of Australians would likely purchase from the same organisation if cancelling a subscription process was quick and simple (yes yes yes!) A small change means the Australian Government’s federated Digital ID scheme will now allow the issuers to hold and process Australian identity data from overseas… This is a loss for sovereignty but a win for multinationals hoping to leverage infrastructure already implemented for other markets. There are still controls in place, in particular under the Privacy Act, meaning we’re not just giving away the keys to the house, and it’s mostly market players operating in the 5-eyes countries and Europe that are likely to really benefit from the decision. But the move could help reduce the barriers to entry and even convince the Big Tech companies to participate in the AGDIS instead of running their solo globally-operated wallet ecosystems (although there’s still a long way to go - including embedding digital wallets into the TDIF framework). The government is having to walk a fine line trying to support the emerging market, but without compromising privacy protections too much. #digitalID #DigitalWallets #sovereignty #australia

How do I feel about the recent Budget 24 announcements for digital health in New Zealand? Conflicted is probably a good word. Determined is another. Disappointed fits too. On the one hand, we have an enormous opportunity to come together as a sector and an ecosystem to take stock and reimagine an even stronger business case for interoperability across our health system (and we will!). But on the other hand, I feel the deep sense of disappointment and uncertainty shared by many of my amazing colleagues, members, and community—my digital health whānau—where the further development of those foundations that were being laid for a tech-led and tech-enabled health system have been paused or hibernated. We all know technology is an enabler. I’m using technology right now to write this message. We’ve come to know it, rely on it, and embrace it. However, our health systems across the world have not advanced at the same pace as other sectors. Why is it we expect our banking apps to give us immediate knowledge and access to our financial information, but we seem to accept the status quo for our health information? We can and should expect better. We know that health systems are complex and demanding, with many different challenges, including political, economic, workforce, and social factors coming into play. But as a consumer of the health system, I know what I want in the 21st century. I want to see my health information available to me—from, for example, physio to hospital to dentist to GP. And I want to have control of it. I also want to know it is safe. And I want to stop telling my health story over and over. We don’t have that quite yet, but we do have a whole bunch of clever and passionate people and organisations who can and will eventually make that happen both in the private and public sectors. Us Kiwis are a tenacious and hardy lot. We are also innovative and optimistic. Even in hard economic times, we will find a way to keep working toward a connected health system for our health workforce and our people. And we’ll do it together. Technology will not only enable our health system, but it will also contribute to our GDP, making our country a better place. Get the settings right, back us, and watch us Kiwis fly. New Zealand Digital Health Exporters: I’m reaching out with an urgent and important request on behalf of the New Zealand Digital Health Sector. I’ve been given the opportunity to present to the Foreign Affairs, Defence, and Trade Parliamentary Select Committee this Thursday 24 October at 10am, to address any non-tariff barriers faced by New Zealand exporters and in particular relating to: ▶️ Digital health products ▶️ Software as a Medical Device (SaMD) First of all, I need to establish whether there is a problem in this area. If there is, I am eager to ensure that our sector’s challenges are fully represented and to highlight the specific barriers you face when exporting from New Zealand plus potential solutions. Your input will be invaluable in helping me advocate effectively on behalf of our members. I please need your stories, thoughts, ideas, and views as well as your solutions. A little bit about non-tariff barriers to help you understand what I am looking for: Non-tariff barriers (NTBs) are rules that make it costly or difficult to export to a particular market. These barriers can arise with any type of export, from food to digital goods and services. They could be considered as ‘red tape, ‘roadblocks’ or ‘costs of doing business’. NTBs can impact all types of businesses, including food and beverage, services, and digital exporters. Examples include administrative procedures, quantity restrictions (such as quotas), price controls, subsidies, product labelling requirements, private standards, and phytosanitary or technical regulations and standards. New Zealand Government agencies can help to reduce, resolve or even prevent these barriers from arising, through government-to-government discussions – for instance, between customs or food safety agencies – or through longer-term free trade agreement (FTA) negotiations. Some NTBs can be cleared up quickly, but others can take years to resolve, depending on their nature and the willingness of foreign partners to solve. Some may never be resolved, for reasons beyond New Zealand’s control. Where NTBs exist for good reasons – such as regulations to protect public health or the environment – foreign governments may agree to accept New Zealand’s regulations as equivalent or improve their regulations, so they meet their purpose without impeding free trade. However, when NTBs get in the way of doing business, they can harm export growth and restrict opportunities. I’d love to hear from you. As someone who is involved in the #Disability sector and sees first hand the impact of cost increases, lack of pricing reform from the #NDIA and increased bureaucracy, leading to many providers being at risk, these findings are shameful - "The NDIA awarded Salesforce a contract worth $27 million in April 2020 for a new customer relationship and management software platform, known as PACE. Over the next three-and-a-half years, the value of this contract ballooned to $135 million, including an increase of $20 million for “professional services”. So as an example Therapy pricing for our most complex vulnerable people has not increased since before COVID, placing many providers offering these services at risk. However the implementation of a system can increase by 500% ? Who is this serving ? And will those at risk of not being able to receive services understand why their therapist is not able to continue because the money has been spent on a system instead of providing care? The #NDIS Bill is #RoboDebt expanded. Read on. 👇👇👇 The #JSCNDIS report on the #Capability and #Culture of the #NDIA, found that the concept of primary disability was inconsistent with the governing legislation - ie unlawful - that it was discriminatory, and a creation by the agency for *ADMINISTRATIVE CONVENIENCE*. What an accomplishment by the *disability agency*. When this finding was made, the #NDISReview was cornered - effectively forced to recommend a “whole of person” approach. Sounds good, but not so easy as it turns out. A pity many of us who knew this, weren’t listened to. So then the #NDIA figured out something we all knew - that it’s IMPOSSIBLE to disentangle the primary disability design from all the systems, processes, and #ActuarialModel. So much for the “new” 4 year old #PACE system, not yet delivered, fundamentally defective, and being looked at by #NACC and #ANAO. Checkout my #JSCNDIS submission: 👇👇👇 https://lnkd.in/dDekWjrG The #NDIS Bill persists with the fiction of “primary disability” - even though the #NDISReview recommended “whole person” be considered. Having this in the #NDIS Bill means the #NDIA doesnt have to change on that front, and bingo, makes what was unlawful, lawful. The #NDIS Bill will explicitly say you can’t spend funding on anything unrelated to your primary disability. Try to untangle that. This Bill prevents you choosing support or AT that will best fits your needs as a *whole* plus it will be considered a debt if you do, not just something the #NDIS disagrees with. The agency will then immediately do 2 things: (1) immediately invoke the more info requirement - this is super easy for the agency to do - don’t comply, you’re out; and then (2) raise robodebts on anything not related to the listed primary disability - onus on the participant to prove otherwise. And just like that, with #RoboNDIS + expanded #RoboDebt, the “sustainability” projections are “fixed” - as people with disabilities now totally unsupported by the #NDIS will be forced into the waiting arms of hospitals for accommodation and supports.
