World leading public & digital health expert Iiona Kickbusch in #adelaide #healthinallinstitute workshop considering impact of digital tech on health systems and wellbeing. Prof Kickbusch referred to very concerning research findings 46% of women aged 16-24 have a mental health disorder. 'Digital Determinants of Health' has +/- consequence and societal and personal impacts from over use and reliance on digital technology, including the digital divide - data solidarity (sovereignty and social/public value), affordability, varying quality of health information via social media, accessibilty issues to digital health services and tech eg smartwatches, the current power and role with incentive of profit maximisation in health and wellbeing from for-profit sector. Whether digital health supports or destroys the community and impacts the behaviour, trust, polarisation in social. People are being pushed into polarised positions by social media and the algorithms eg during Covid approx 20 people influenced millions of people through that lack of control on social media spreading mis- information. Health is being used via digital technologies to influence the social discourse and create polarisation and distrust, and lack of consensus. Discussed Ethical AI and the need for more work on Digital Ethics, AI predictive analysis, AI powered automation, and the lacknof regulation with for-profit sector driving technology / social media, with need for legislation to promote 'trusted digital platforms and assessing digital health products and services. Useful reference is recent book by Jonathan Haidt 'Anxious generation' proposing the rise in younger people's anxiety and wellbeing concerns commenced in 2012 with the release of the camera on a Smartphone resulting in the rise of phone based childhood, decline of childhood play, negatively impacting body image on young women and increased negative societal consequence from pornography from the use of internet by young men. ie Social media is causing harm to people's health and wellbeing. Noting the positive step taken in #southaustralia with Education Department banning mobile phones in the classroom to reduce time and use of the internet and social media - introducing a social norm on not using a phone at school. #datasaveslives #digitalhealth

Bill Shorten Media Release: New NDIS providers receive grants to co-design new payment options The Albanese Government is trialling a new approach to paying for disability supports to ensure National Disability Insurance Scheme (NDIS) participants receive high quality supports that produce meaningful outcomes. As part of the 2023-24 Budget, the Australian Government committed $24.6 million over four years to work with participants and providers to trial blended payments which will test if there is a better payment option than the current fee-for-service model. Since then, the Albanese Government has been working closely with participants, providers and representative groups to design the best way forward on the trial.  The National Disability Insurance Agency (NDIA) today announced 31 providers would share in $330,000 and take part in the co-design of blended payment options to explore how they might work. Minister for the NDIS the Hon. Bill Shorten MP said the Blended Payments trial is an opportunity to test different ways providers can be paid which encourage them to deliver better quality supports and achieve outcomes for participants.  “Under the current fee-for-service model, a participant pays a provider for their services and often that’s the end of it. The idea of a blended payment method will test if there might be a better option – where both participants and providers are clearer from the start on the desired outcome and thereby work more effectively towards that,” Minister Shorten said. From next year, following the co-design process, the NDIA and Department of Social Services (DSS) will begin trialling blended payment methods (among small groups of voluntary participants) to test their effectiveness. The trial will involve combining two types of payment. The first is an enrolment payment, where providers are paid for providing supports over a period of time (for example 1 or 2 years). The second is an outcome-based payment where a provider is paid when a participant’s goal is achieved. By trialling the blended payment method, we are testing if changing the payment approach can achieve better outcomes for participants. The fee-for-service payments currently used can narrow the focus to be on the amount of support delivered, rather than whether the supports are achieving results for participants. “This is a necessary innovation in shaping how payments could work differently in the NDIS in the long-term. We need to give participants more options in the future on how they engage providers and how they may pay them.” “To ensure we get this right, we’re co-designing the payment model with participants, Disability Representative and Carer Organisations (DRCOs), providers and peak bodies.” Full story:

As of the 2021 Census, 78% of people under 40 working as registered nurses in aged care were born overseas. Across all age groups, 81% of migrants working as registered nurses in aged care moved to Australia in the previous 20 years with 48% moving to Australia in the previous 10 years. Only a small proportion of the above group would have initially come to Australia on a skilled visa. A significant proportion would have come to Australia as nursing students first, and then applied through the skills stream. But when I look at the number of skilled pathway visas actually granted to RNs, I suspect that most actually came to Australia on other visa types, including as partners or children of primary applicants. Without migrants, Australia wouldn't have an aged care system. Maybe it's possible to reduce broader migration and focus more on the skilled stream. But I'm sceptical that this will be enough. More aged care nurses or less immigration. I think Australia probably needs to pick one. We probably can't have both. #agedcare #nursing

The Australian Digital Health Agency (the Agency) has released the inaugural annual report of the Council for Connected Care (the Council), a multi-stakeholder advisory group that provides strategic guidance and direction on how to improve health outcomes for Australians through a more #interoperable digital health system. The report, titled Council for Connected Care Annual Review, shows the significant progress made in advancing the interoperability agenda, including support for the adoption and implementation of national interoperability standards such as #FHIR and #SNOMEDCT through education, training and testing resources. Some information was released overnight about the LNP Housing Plan, ahead of today's State Budget reply speech. While there are still many details to come, it's encouraging to see some of the proposed measures in scope, including shared equity programs and major infrastructure partnerships with local government to increase housing supply. New and innovative concepts for maximising church-owned land and utiliising vacant bedrooms make for interesting reading. And if the reports are accurate, there is a strong commitment to achieving housing targets leading up to 2046. Agree with Dr Tom that a balanced broader view and adequate planning are key aspects of any shift towards bringing in more private sector involvement. Unintended consequences could be mitigated with co-design that includes those across the healthcare continuum to ensure all integrated and supportive aspects can be pulled together. Home and Community providers, early supported discharge, NGOs and recruitment-immigration are all key factors.

Getting there ... #digitalID legislation is good ✅ and now terrific to see some funding for trials of #digitalwallets and #verifiablecredentials as part of the Australian Government Digital Identity System (AGDIS). Identity is great but only half the story. We need an end-to-end and secure system. It is pointless to be able to prove who you are digitally if you still have to produce/copy/send paper documents and certificates.

One of the most important parts of my job is developing a strategy and charting a path forward to ensure the future Australian Centre for Disease Control is a data driven organisation. But what does this mean? We have a Prelimary Data Strategy that sets out 4 clear priorities for this work: 1. Building rapid and comprehensive data for actionable insights 2. Developing partnerships to enable good data governance 3. Delivering enhanced data to support health equity 4. Building public trust in the CDC’s use of data. Having the right rules and protections around how we collect, store, share and use data is a core part of this. Having access to the right data is essential to identify issues early and guide policy and program design for the people that need it. And having the capability to analyse and interpret the data is key. But as an Australian Government entity, probably the most important part is ensuring we are designing a CDC that has the public’s trust and confidence. This is why we are developing a framework for social licence and trust in data practices. As a self-professed former “not a data person” person, I’m really excited about this piece of work and proud of the team led by Lucy Farrell for leading this charge. In a time of clear needs in the aged care sector, starkly highlighted in the recently released aged care review (part 1), making the most of home and community supports makes perfect sense as demonstrated in Australian commitments to their workers with adequate and fair pay from funders. Details in the EY report also stipulate clear benefits and savings that can be achieved with respectful recognition of care and support workers and the role they play in our health system. https://lnkd.in/gb2HCW5z

How do I feel about the recent Budget 24 announcements for digital health in New Zealand? Conflicted is probably a good word. Determined is another. Disappointed fits too. On the one hand, we have an enormous opportunity to come together as a sector and an ecosystem to take stock and reimagine an even stronger business case for interoperability across our health system (and we will!). But on the other hand, I feel the deep sense of disappointment and uncertainty shared by many of my amazing colleagues, members, and community—my digital health whānau—where the further development of those foundations that were being laid for a tech-led and tech-enabled health system have been paused or hibernated. We all know technology is an enabler. I’m using technology right now to write this message. We’ve come to know it, rely on it, and embrace it. However, our health systems across the world have not advanced at the same pace as other sectors. Why is it we expect our banking apps to give us immediate knowledge and access to our financial information, but we seem to accept the status quo for our health information? We can and should expect better. We know that health systems are complex and demanding, with many different challenges, including political, economic, workforce, and social factors coming into play. But as a consumer of the health system, I know what I want in the 21st century. I want to see my health information available to me—from, for example, physio to hospital to dentist to GP. And I want to have control of it. I also want to know it is safe. And I want to stop telling my health story over and over. We don’t have that quite yet, but we do have a whole bunch of clever and passionate people and organisations who can and will eventually make that happen both in the private and public sectors. Us Kiwis are a tenacious and hardy lot. We are also innovative and optimistic. Even in hard economic times, we will find a way to keep working toward a connected health system for our health workforce and our people. And we’ll do it together. Technology will not only enable our health system, but it will also contribute to our GDP, making our country a better place. Get the settings right, back us, and watch us Kiwis fly. Transforming Australia's Digital Health Infrastructure Thank you to the hundreds of people who joined us last Monday on a brisk Canberra morning as my colleagues and I from the Australian Digital Health Agency outlined our vision and future direction for Australia's Digital Health Infrastructure. It was a great honour to join my colleagues Amanda Cattermole PSM (what an amazing leader), Paul Creech, Ryan Mavin, Nicole Gartrell, Joanne Greenfield GAICD, Steve Hambleton AM and Julian Martin GAICD on stage to talk about how we are modernising My Health Record and building a national health information exchange. This work will revolutionise the sharing of health information in Australia - putting the consumer at the centre and assisting clinicians across the country to provide exceptional care to all Australians.
