Vowel Е е

When romanizing the letter Е е, there are some special circumstances.
Romanize Е е as Ye ye when, and ONLY WHEN:

1. Е е is the initial letter.
   Екатерина Yekaterina
   если yesli
   её yeyo


2. Е е comes after a vowel. The semivowel Й й is not a vowel; Йе йе would be romanized as "Ye ye".
   проект proyekt
   дует duyet
   новые novyye
   синее sineye


3. Е е comes after a modifier sign.
   объект ob"yekt
   драконьей drakon'yey
