Eh, that one's from an event I missed so I don't really care much for her. Katarina was okay-ish, but her story sort of just... Ends without going anywhere. Interesting, since she was the first non-evil Fatuus I ran into, but nothing to write home about really.

I think they just mean testing out their potions on someone. The NPCs they capture usually seem to be related to them trying to extort something from them/get them to show some location.
As for Seelies... Well, they lead people to treasure, no? Maybe they just won't do it for the Treasure Hoarders for whatever and they're keeping them to figure out how it's meant to work.
