The Australian has reported on the appointment of a new taskforce to overhaul the registration of providers and workers. “The NDIS is about people with disability, not making millions of dollars for some shonky providers.” - NDIS Minister Bill Shorten. Mandatory registration was a key recommendation of the recent NDIS Review, and Minister Shorten has asked the taskforce to work with the disability community to co-design a new model, then chart a course to deliver it. There has been resistance to mandatory registration from some disability advocates who fear they will lose “choice and control” of how they manage their funding. The NDIS Provider and Worker Registration Taskforce is up and running, and will be led by trusted lawyer and disability advocate Natalie Wade. The Taskforce will provide expert advice to Government on the best approach to overhaul the current registration system for those who deliver supports while, promoting choice and control for participants – this has been a hot topic arising from the NDIS Review recommendations. You might think having a list of things that are “in” or “out” seems like a pragmatic way to contain the costs of the NDIS. But a lengthy government proposed list of exclusions could force people with disability to use more costly services. It might also exclude people from mainstream services and force them into segregated settings. This is contrary to the very intent of the NDIS - to promote the participation and inclusion of people with disability in the community. The NDIS Amendment (Getting the NDIS Back on Track No. 1) Bill 2024 has raised significant concerns for CYDA and other Disability Representative Organisations (DROs). The Bill fails to adequately address vital recommendations from the NDIS Review or include people with disability through meaningful co-design. It has the potential to increase the difficulty involved in accessing support and to disproportionately affect individuals who lack support networks through expanded powers granted to the National Disability Insurance Agency (NDIA). This joint submission explores how the proposed changes could hinder access to essential services. What's needed is a revised approach that integrates the voices of those directly impacted to create a fair, effective, and sustainable NDIS.
