Morgan is a professional lawman who operates in and around Blackwater as a uniformed member of the police department.

Morgan briefly appears during the mission "At Home with Dutch." After John Marston scales the mountain surrounding Cochinay during a federal raid on Dutch van der Linde's camp, Dutch signals his refusal to surrender by dragging Morgan from his tent as a hostage and shooting him in the head.
Despite this, Morgan can still be encountered patrolling Blackwater in Free Roam. He will even pay Marston for completing Nightwatch jobs for Eli Tucker. However, if Marston has a high enough bounty, Morgan will join other lawmen in tracking him across various locations in West Elizabeth.

- Unlike his fellow police officers, Morgan may be seen carrying an old-fashioned Schofield Revolver instead of an automatic handgun, such as the Semi-automatic Pistol or High Power Pistol.
- Morgan is possibly the longest-serving officer in the department and often remarks on how frustrated he is by certain "cowboys" who refuse to accept that the days of the Old West are over.
- Although wearing a regular patrolman’s uniform, Morgan appears to be acting as the temporary chief of the Blackwater Police Department following the retirement of Oswald Dunbar before the events of the game. This is evidenced by his payment to Marston for assisting with police duties and his eventual capture and execution during "At Home with Dutch."
