The Council of Kangs, also known as the Kang Dynasty, are the secondary antagonists of the Multiverse Saga in the Marvel Cinematic Universe. They are an assembly of the near-infinite amount of variants of Victor Timely/Kang the Conqueror, a 31st Century scientist who had conquered several universes across the Multiverse, while under the command of Immortus, Rama-Tut and the Scarlet Centurion, who are also variants of Richards, who would eventually become Kang the Conqueror.
When Kang died at Ant-Man's hands and He Who Remains gets murdered by Sylvie Laufeydottir, a female version of Loki Laufeyson, the Sacred Timeline maintained by the Time Variance Authority was broken, allowing the Council of Kangs to reform and conquer the Multiverse.
They were all portrayed by Jonathan Majors, who also played Damian Anderson in Creed III.

Past[]
Victor Timely, a scientist from the 31st century, discovered many universes stacked upon each other. Eventually, he came in contact with other variants of himself and they all formed peace amongst each other sharing their knowledge and technology to improve each other’s universes along with their own. However, some variants were more interested in conquering other worlds, leading to all of them warring against each other and sparking the Multiversal War. During this war, each variant fought to save their own world and take over others, annihilating other universes in the process.
As the timeline fractured across the Multiverse, some variants of Richards, ranging from different species and ages, began interacting with each other's universes and timelines, forming a collective governmental structure known as the Council of Kangs. The Council built an empire that spread across all of time known as the Kang Dynasty. However, one variant came to see the Council’s meddling with time as "playing like children '' as the actions of his other selves were causing chaos to spread across the multiverse.
Taking up the mantle of Kang the Conqeror, he started destroying multiple realities to wipe his variants out of time and be the only one remaining so he could take control of time and space under his rule. Due to his dangerous nature and the threat that he posed, the Council launched a counter-attack against Kang, reigniting the Multiversal War. The leaders of the Council, Immortus, the Scarlet Centurion and Rama-Tut, banished Kang to the Quantum Realm, a place beyond time and the only prison that could hold him.
A variant, who would later become known as He Who Remains, harnessed and weaponized the power of a cosmic entity known as Alioth, and used it to end the Multiversal War by destroying countless timelines and entire realities. He Who Remains then created the Time Variance Authority and isolated a collection of realities that followed the same baseline, dubbing it the Sacred Timeline and worked to prevent any branches from occurring.
Loki[]
The variants were first mentioned by He Who Remains. He explained to Loki Laufeyson and Sylvie Laufeydottir in the Citadel at the End of Time about the Multiversal War and warned the two that killing him would result in the Sacred Timeline's fracturing and therefore the revival of every Kang variant, and instead offered that they could rule the TVA and prevent any variants from emerging. However, Sylvie, angered that He Who Remains caused her original reality to be pruned, killed him instead in spite of Loki's pleas, resulting in the Multiverse being fractured and every variant of Kang returning.
Ant-Man and the Wasp: Quantumania[]
After Kang's apparent death by Scott Lang/Ant-Man, the Council of Kangs all assembled in their headquarters, with the intent on defending their territories from the rest of the Multiverse as its inhabitants begin to unlock its secrets, which threatens the Council's authority.

- With the announcement of Avengers: Doomsday and Marvel Studios confirming Doctor Doom will replace Kang the Conquerer as the new main antagonist of the Multiverse Saga, it is unknown what role the Council of Kangs and Kang's variants will play in the future of the franchise.
