The most common way to obtain Channeling is through an Enchanting Table. You'll need XP and Lapis Lazuli to enchant an item.
Placing bookshelves around the Enchanting Table will increase the possible enchantment levels of an item. There must be one block of air between a bookshelf and the Enchanting Table for this to work.
Head out into open water and use your Fishing Rod to catch items with Channeling enchantments. The Luck of the Sea enchant will increase your chances of catching enchanted items.
You'll find Channeling in Treasure Chests in structures and dungeons around the world. Make sure you're properly equipped with armor and weapons since these areas will be infested with Mobs.
You'll be able to trade items with villagers to obtain Channeling. Librarians will be your best bet since you can trade Emeralds for enchantments even at Novice levels.
You'll have to level up other Villager types to obtain their enchanted stock.
Channeling lets you create a lightning bolt when you hit an enemy with a Trident. Keep in mind this only works during thunderstorms.
Aside from damaging your target, you can also turn them into a different version of themselves. For example, Creepers will become Charged Creepers, Pigs will become Zombified Piglins, and Villagers will become Witches.
Channeling is important if you want to get Mob Heads. Once your Trident has the enchantment, hit a Creeper with it to turn it into a Charged Creeper. After doing so, let it blow up a Skeleton, Zombie, or another Creeper. This causes the enemy to drop a corresponding Mob Head.
You cannot use Channeling and Riptide enchantments at the same time. If used on the same Trident, only Riptide's effects will occur.
