Policies are general guidelines that act as bonuses with tradeoffs for your settlements in Manor Lords. Read on to learn all the policies in the game, how to unlock and use them, as well as understand what policies are and their uses in Manor Lords.

Manors act as administration buildings in your settlements, which can be used to sign and impose policies upon your citizenry.
Once you've gained enough resources and built a Manor in your settlement, you will be able to enact Policies under the Policies Tab in your Main Menu.
How to Build and Use the Manor House
After you've built the Manor in your settlement, access the main menu and choose the Policies tab between Development and Production. You will be able to see the list of all Policies in the game, with most being locked in early access.
You will also notice that there are 4 rows of policies under the Policies tab. Each row signifies an Administrative Level, and you'll eventually gain access to all 4 Administrative Levels once you've made enough progress in the game.
Once you've chosen a policy to enact, click the icon for it and notice a checkmark appearing below the icon. The checkmark indicates that the policy is currently being enacted in your settlement.
If you wish to turn off the policy you've signed, simply click the policy again. This will allow you to undo policies that don't suit your needs to greatly improve your settlement.
Similar to developments, policies only take effect in the selected region. You'll also need to build Manors in other settlements to use a policy for those regions.
Policies are guidelines that can be signed by hovering over the Settlement Name and opening up the menu.
These policies will decide the course of action for your chosen settlement and its citizenry, giving you more options in controlling your regions.
Policies can give you short-term benefits with certain drawbacks. Some useful policies can help you maintain or increase your overall resources.
Do note that not all policies are meant to improve the quality of life for all those living in settlements, as other policies might impose less food consumption at the cost of earning disapproval from your citizenry.
