No it does not, it's obviously a horrific video, but we don't have individual articles dedicated to the 2006 video where a kitten was crushed to death with high heels, which is covered at Crush_fetish#China, or to every ISIS execution video either. That doesn't mean that Wikipedia is heartless. There are no reliable sources that cover this video separate from Twitter's moderation issues, it's all sensational.
