"When She Returns" is an original song of Disney's Tangled: The Musical, which is sung by the people of Corona, King Frederic and Queen Arianna.
A reprise version of the song, combined with "Flower of Gold" is also sung by these characters upon the news of Rapunzel's return.

Flag Seller: Come to the festival, lads and lasses
Lad #1: Come and be merry, my dears
Lass #1: Come as we honor the missing princess
Townspeople: Gone from us all of these years
Baker: Buy a sweet pastry in loving memory
Balloon Seller: Purchase a flower balloon
Flag Girl: Wave a bright flag for our missing princess
Townspeople: May she return to us soon
Lass #2: All of these years we’ve been fondly awaiting her
Baker: Certain that somewhere she surely must roam
Flag Seller: So, on her birthday we keep celebrating her
Townspeople: Hoping she’ll hear and come home
Lantern Seller: When she returns she’ll be lovely and fair like you
Rapunzel: Thanks!
Lad #1: If it’s this year, she’ll be eighteen years old
Rapunzel: Me too!
Flower Girl: She would be pretty with long, golden hair like you
Townspeople:
When she returns to the fold
People will be singing, the bells will be ringing
Lighting the way on the day she returns
And if she is near us, perhaps she will hear us
And come when she sees how her kingdom still yearns
King Frederic and Queen Arianna: When she returns, we will welcome her in again
All:
When she returns, why, how happy we’ll be
When she returns and her rein can begin again
Joyously
But, til she comes
We’ll wave flags and beat drums
Then we'll pray for that day
For the day when she returns
Townspeople:
Banners will be flying, the people are crying
Shouting out ‘Hooray!’ on the day she returns
We will come to greet her, so eager to meet her
And show her how brightly her memory still burns
Lass #2: And her poor parents, how long they have wept for her
Lass #1: Marking each birthday with joy and with tears
Lasses:
Hoping she’ll come for the crown they have kept for her
All these years
Lads:
And this is why, as her birthday drawn nigh
We’ll sing songs and light lanterns and hope she’ll come by
Townspeople:
And she’ll join in a dance and then maybe perchance
She will see how loved she’ll be
When she returns
Flag Girl: On the very next day
Flag Seller: Or so they say
Flag Girl: A stranger came to the castle walls
Baloon Seller: The King and Queen were summoned in haste
Lad #2: And down they raced
Lasses: Hardly daring to breathe at all
Lad #1: And when they saw who had come
Lasses: They both stood there struck dumb
Townspeople: For they knew her without being told
Lass #2: When she returned the whole kingdom went mad for her
Flag Seller and Lad #2: When she returned every heart filled with life
Townspeople:
And she returned the affection we had for her
And things began to go right
Hook Hand: When she returned love broke out nearly everywhere
Big Nose: Thanks to old Max, all the crime vanished too
Hook Hand and Big Nose: Strange as it seems, people reached for their dreams
Townspeople and Pub Thugs: And they all came true
King Frederic: And from that day, joy and gladness held sway
Queen Arianna: And we loved her as if she were never away
All: On the day that she returned
