Summary: We consider some functioning mechanisms in two-level active systems which ensure that lower-level elements provide the headquarters with reliable information regarding their preferences and potential possibilities. Necessary and sufficient conditions are derived for reliable communication and optimality of the principle of fair play management is proved.
