The paper gives the definitions for a theory of vanishing cycles over a base of dimension \(\geq 1\) [extending the paper by P. Deligne in Sémin. Géom. algébrique, 1967-1969, SGA 7 II, Lecture Notes Math. 340, exposé XIII, 82-115 (1973; Zbl 0266.14008)]. No proofs.
