The Ethics of War and Nuclear Deterrence by James P. Sterba
Note that the US didn't back down, despite the military building against the US by the former USSR (which no longer exists).
The concluding pages SUGGEST (but do not SPELL OUT) that we (may) have a (moral) duty to PREFER the outcome that optimizes the population.
While this book has been republished in many editions as a course textbook, I'd rather see his book on _Earth Ethics_
for a fall '06 class "Faith & Thought in Dialogue"
