I tend to get that issue, but it usually turns out to be the city overlay isn't on the population view and is showing religion or culture or one of the other ones. It only lets you buy or swap tiles when the population view is active I think.
Seems this mod prevents the player from buying warrior monks, they do not appear in list.
It worked properly when i turned it off.
I wanted to ask whether the CQUI supports custom civs?
I have run into the district icon issue.
I am using the following mod that ads custom Civ that has a unique district
https://steamcommunity.com/sharedfiles/filedetails/?id=1397415276
When district is build in the city, its icon appears on the city SmartBanner (rendered by CQUI) with no issues.
However when hovering on the SmartBanner the icon for that same district is missing (tag is displayed instead).

Any ideas where this should be fixed, is this comes from CQUI side on the custom civ mod?
Thank you in advance.
