It included the core game; The Sims: Livin' Large; and some exclusive content, including 25+ objects and 50+ clothing choices. It also included The Sims Creator, a separate program which can be used to edit and customize Sim clothing.

The version of the game featured on the disc uses the Hot Date version of the engine, it does not include some features which were introduced in The Sims: Hot Date.

The regional variants of Neighborhood 1 were omitted in Deluxe Edition (and later compilations using Deluxe as a base), and will only show up if the core The Sims game from a non-US locale is installed before Deluxe Edition.

The game can also function as an expansion for existing owners of the game if they want to install the exclusive content.

The Sims: Complete Collection is an all-in-one collection that includes The Sims, all seven of its expansion packs in four CDs, bonus content that was included in The Sims: Deluxe Edition and The Sims: Double Deluxe, The Sims Creator and a selection of official downloads originally found in TheSims.com.

It is designed for "all or nothing" installation. Players cannot choose which expansions they wish to install, but must install the entire product, however the Australian and New Zealand edition contains the base game plus all expansion packs on individual discs, meaning that players can choose which expansion packs they wish to install, which was a cheaper alternative to buying all the packs individually if a player does not have certain packs.

Some extra skins included with Livin' Large and Deluxe Edition were not included with The Sims: Complete Collection (what items specifically?). Likewise, some of the Official Downloads sets are missing parts, such as the Green Bedroom Set, which originally included a clothes drawer. The missing files can be re-added manually and are still compatible. The reason for their exclusion is unknown.

The compilation was originally released in Europe as The Complete Collection of The Sims, and featured Triple Deluxe alongside the rest of the expansions and some extra bonus content all on individual discs, allowing the user to install the expansion packs individually. This version of the compilation was released for Windows in Australia, New Zealand and South Africa under the name The Sims: Full House, and included a preview disc for The Sims 2.

While it was sold at most retailers when it was first released, the game is now very hard to find online or in stores, along with other original Sims games. Due to lack of availability, copies of the game can range from US$30.00 to US$200.00. The Australian version is easy to find in Australia though, with copies ranging from AUS$40.00 to AUS$100.00.

The Sims Complete is also the name of a software bundle including The Sims, SimCity 3000 Unlimited, Sim Theme Park and The Sims Online.
