He is the city of Norrisville's Building Inspector, who briefly appears in "Happy Hanukkah, Howard Weinerman!" to inspect Greg's Game Hole after it had been damaged and to condemn it, whereupon the building would then be sold to McFist for his new shoe store.

He appears to be a skinny middle-aged man, with a protruding belly and light gray hair which is undergoing male pattern baldness. He wears a dark blue suit, light blue shirt, dark-coloured pants, and brown belt. He also has a yellow tie half tucked into his shirt, giving him a somewhat disheveled appearance.
The inspector speaks with a lisp and seems somewhat meek, as seen when he obeyed McFist's order to remain at the broken Game Hole, despite needing to attend his son's recorder recital. He does appear to be polite and friendly, as shown by him cheering on Howard as he was playing the last game in the arcade game, as well as cheerfully declaring that the Game Hole will not closed down. Despite his meek personality, he stands by the rules of the city layout in his book, without wavering for anyone.
