I don't see the notability of this person (as a sysop of ru.wiki I have deleted the article about him from there). He participated in two exhibitions in rather small Ukrainian city which were reviewed by local press; besieds he claims to have his works included in one big album published in Russia and in one magazine published in USA. I guess there are thousands and thousands of photographers with this volume of contribution. The earlier discussion seems to me rather pointless: it is quite clear that the activity of Mr. Schliker has NOT received significant coverage in reliable sources.
