Chris G (3): Support -- Has close to 1,000 mainspace edits (good enough for me) and runs 3 bots, this would seem to indicate trust by the community; no blocks; and seems to be an all-around good guy.    Answer -- I believe that anonymous users are not allowed to create pages, as described at Wikipedia:Articles for creation.
