Studies for the establishment of Ankara University Faculty of Dentistry were conducted in 1959. The decision to establish a "School of Dentistry" was taken at a meeting of the board of professors on March 15, 1959. It was led by Zafer Paykoç, the then dean of Ankara University Faculty of Medicine (FOM).[1]

The commission, established in line with the prepared report, prepared a draft law and presented it to the deanery. The draft law was approved by the board and was sent to the University Senate, however due to the May 27, 1960 Revolution, progress stalled.[2]

In September, 1963 upon the request of the FOM Board of Professors, a new report was prepared by Cihat Borçbakan, Professor of Maxillofacial and Plastic Surgery Gülhane Military Medical Academy and a lecturer of maxillofacial surgery at FOM Ear Nose and Throat Clinic.[3] The regulation prepared approving the college was issued in the Official Gazette dated December 1963 and no 11581 and was enacted.[4]
