Tactical Trooper is a trait in the Dragon Quest Monsters series.

Monsters with the Tactical Trooper trait will occasionally perform 2 actions in a row. The number of actions is not affected if the player does not issue specific orders. It is the only tactical trait that isn't reserved for giant monsters.
Having this trait will lower the monster's maximum stats by 10%, save for HP and MP.
