Firewall is the headquarters of Oracle and Batgirl.
History
Barbara Gordon converted the sub-basements of her apartment building into a space where she could run mission control for Batgirl. She left a trail of clues for Wendy Harris to find and locked her there to keep her safe from the events of blah blah. When Barbara rejoined the Birds of Prey, Wendy took over for a time as Proxy. Using funds from a Batman Incorporated donation, Gordon and Harris upgraded Firewall.
