Description

Adding the "wphelp" plugin for TinyMCE 3.0
The content may need change, it's in wp-mce-help.php and the css may need small adjustment after the new admin interface in WordPress is finalized.

I don't see the button anywhere. Also, a change of mine I made to tiny_mce_config.php while debugging slipped into the commit. It adds wphelp to the plugins array so that the wphelp editor_plugin.js is loaded. I can remove that if it's not appropriate.
