This file was sourced from the website of the National Weather Service Nashville office. It was taken in 2006

Such sites host a mixture of content created by the US federal government (public domain) and content created by businesses and private individuals (a wide variety of free and unfree licenses).

In the absence of an explicit and proximate copyright statement, the only way we can know with any certainty whether an image supplied to the NWS by a third party is free or not is to approach its creator and ask.

Unfortunately, this image was published anonymously by the NWS, and because it does not look like the kind of photo usually taken by NWS employees in the line of duty, I asked the regional office in Nashville, which published it, where it had come from. They told me:

• they do not know who took it

I have forwarded the conversation to the VRT. (ticket:2024092410002991)

As an image created in the United States on or after March 1, 1989, it was protected by copyright as soon as it was taken, unless it was ineligible for copyright for some reason.

Because we cannot verify that it is (or was ever) available under a free license, we must delete it as a precaution unless the precise source and evidence of permission can be found.

Closing admins should familiarise themselves with the evidence and discussions at this RfC when closing this request.

•  Comment I'm not sure why these two images made about 69 years apart are in a single request; circumstances may be different between the two.   Yeah; you're probably right. I only lumped them together because

  • I am trying to reduce the sheer number of DRs I'm creating
  • the question I put out to the NWS (and the response I got back) covered both images
  • a search of the most obvious places had turned up nothing for the 1930s image, so pragmatically, I don't expect to see anyone coming forward with the kind of evidence needed to keep it here.

This image was previously published on the website of the National Weather Service Wilmington office. The link is now dead, and the version of the source page in the Internet Archive preserves the text from the page, but not the images.[1]

The attribution on the page says:

"These photographs originated from the Public Safety Communication Center of Berrien County, Michigan. They were taken by a former Berrien County Emergency Management Coordinator who likely aided in recovery efforts. It is believed that these photographs have never before been published. The NWS Wilmington would like to extend our appreciation to the PSCC of Berrien County, Michigan, for sending us these photographs."

I therefore contacted Berrien County to investigate the copyright and licensing status of this file. Berrien County Emergency Management told me:

• they have no record of these files
• Berrien County did not contribute to the disaster response in Xenia, over 300 miles away
• the "former Berrien County Emergency Management Coordinator" referred to is now deceased, and the County did not name them.

I forwarded this advice to the VRT. (ticket:2024092310011697)

Since these images do not belong to the County, they were presumably the personal property of the former Coordinator.

If the NWS is correct that these photos had never before been published when they published them circa 2008,[2] then they will be protected by copyright for 70 years after the photographer's death.

With no evidence that its creator released it into the public domain, and now no way to contact them, we need to delete this as a precaution under COM:PRP.

Closing admins should familiarise themselves with the evidence and discussions at this RfC when closing this request.

• File:Tician Papachristou.jpg -- date says October 1928, but subject was born that year and is definitely not an infant in this photo. Given the source, it appears it might be a yearbook photo and {{PD-US-no notice}} or {{PD-US-not renewed}} might apply, but we'd need more info.
• File:Edwin Leo Bauer 1953.png -- No permission: CC-BY-SA-4.0, but needs VRT confirmation of release from Bauer estate
• File:Harbor View Plaza - Honolulu, Hawaii, pre-construction architectural rendering.png -- source is supposedly a newspaper which did not renew copyrights, but no source URL given so cannot verify the details. I'm hoping Newspapers.com has the issues in their archive and am awaiting access via the Wikipedia Library.
• File:Dialogue-hochi-building.jpg -- no permission

It appears to be a zoomed in version of an image by Pvssyheaven, whose photos of Rodman have been unsuccessfully uploaded to Wikimedia Commons before. The photos don't appear to be from Commons. But that does not necessarily rule out that they are the uploader's own work. The beaver sculpture has probably to go, though. Ru wiki says it's authors are a certain Микаэль Согоян (Mikael Sogoyan) and Ваге Согоян (Vage Sogoyan) — the latter is definitely still alive according to Ru Wiki (and I assume that the former is also alive). However, there's also a photo of this sculpture that was released under a CC-BY-SA 4.0 by a government body of Moscow... File:Бибирево парк света скульптура Бобры.jpg. There is no commercial Freedom of Panorama in Ukraine. Per this website, the monument dates to 1992. Sculptor is unlikely dead for more than 70 years; as a post-1978 work with no known sculptor, this won't be restored here until 95+1 years after publication or 120+1 years from creation (based on U.S. copyright terms), whichever is shorter. Gegenthese: Der hochladende Benutzer User:Bemefa ist eine natürliche Person, hat selbst fotografiert und hat das Bild korrekt lizensiert. Die Namensgleichheit zum dort ansässigen Unternehmen kann zufällig sein. Einen wirklich belastbaren Löschgrund sehe ich derzeit (noch) nicht.
