The authors introduce a new technique for evaluating the surgery obstructions for degree 1 normal maps of closed manifolds. The approach is based on a thorough analysis of the Quinn-Ranicki assembly map. This yields new \({\mathbb{Z}}/2 {\mathbb{Z}}\)-valued homology invariants, which at least detect surgery obstructions in \(L^ h\).
