Summary: Based on the operation ability of the public transportation, service ability and development ability, an evaluation index system is established, and the weight of each indicator is determined by the structure entropy weight method. Then the evaluation indicators are divided into cost indicator, efficiency indicator and interval indicator to improve the TOPSIS method. And the evaluation model of urban public transport development level is set up. At last, an example analysis is done by selecting two cities for the evaluation of public transport development level. The results show that this evaluation method is reasonable and feasible with certain practical significance.
