At South Summit today, interesting points raised during the discussion on "EU as an Scale-up Nation" (yeah I am also still wondering what is that supposed to mean). The point made by Carme Artigas in the session with Michael Baum and Ikhlaq Sidhu was that the EU lately has been producing regulation on Data & AI common for 27 countries, while the US has started producing Data & AI regulation different for at least 3 states (California, Texas and Florida). This is an interesting fact, independent of other discussions such as how regulation might be a doubled-edged sword (providing boundaries is good, fostering regulation before innovation, not so much). And we should be mindful of similarities and differences. Today marks a pivotal moment in the evolution of artificial intelligence regulation. Also the #Council has approved the groundbreaking #ArtificialIntelligenceAct, the first of its kind globally. This legislation employs a 'risk-based' approach: the greater the potential harm to society, the stricter the rules. Aimed at harmonizing AI rules across the EU, this law promises to foster the development and adoption of #safe, #trustworthy AI systems in both the private and public sectors. By ensuring the respect of fundamental rights and stimulating AI investment and innovation, the AI Act sets a new global standard for AI regulation. The AI Act holds immense potential and extensive impact for #HealthInnovation. It encourages the use of AI to enhance patient care, streamline healthcare processes, and drive medical breakthroughs, all while maintaining stringent safety and ethical standards. However, these benefits come with challenges. This regulation may slow down the development and deployment of innovative AI solutions in healthcare due to compliance costs and administrative burdens. Balancing innovation with safety will require careful navigation to avoid stifling the very advancements that could revolutionize healthcare. With this regulation, Europe can lead the way on how the future of AI technologies might look like for the all planet. 🎧 Listened to a fantastic episode of the DataFramed podcast this week, with Richard Cotton from DataCamp interviewing Ian Bremmer and Jimena Viveros, LL.M., members of the United Nations Advisory Body on Artificial Intelligence. Without spilling too much, I'm keeping three points from their conversation: ✔ A global governance framework would help not only to democratize the gains of the advancement in AI, but also not to socialize the losses, as we very frequently do as humans. ✔ The need for international guidelines and guardrails is especially important in a field where industry-led #innovation moves way faster than any government-led regulatory framework could. ✔ The #AI products out there are mainly responding to business needs that address wealthy markets and are developed with inherent internal biases, as their learning datasets mostly align with privileged countries. So the Global South is largely excluded from participating, creating a potential for even greater developmental divide. The conversation also involved the Interim Report on Governing AI for Humanity (find it in the first comment below), which identified 5 Guiding Principles for the formation of new global AI governance institutions: 1️⃣ Inclusivity: all citizens, including those in the Global South, should be able to access and meaningfully use AI tools. 2️⃣ Public interest: governance should go beyond the do no harm principle and define a broader accountability framework for companies that build, deploy and control AI, as well as downstream users. 3️⃣ Centrality of data governance: AI governance cannot be divorced from the governance of data and the promotion of data commons. 4️⃣ Universal, networked and multistakeholder: AI governance should prioritize universal buy-in by countries and stakeholders.
