Note, retail CBDCs (rCBDCs) are very different from wholesale CBDCs (wCBDCs). Some central banks are focussing on developing just a wCBDC, some on both. rCBDCs can replace the physical cash in your hand with a digital substitute. This money could be held in, for example, a new central bank app on your phone, and potentially the central bank could control your money in ways it could not before. We should be skeptical about such developments in my view. wCBDCs would basically replace the funds commercial banks hold at their central bank in book entry form (called “bank reserves”) with a digital entry on a permissioned blockchain (Distributed Ledger Technology, DLT). wCBDCs could make payments, especially cross-border payments, more efficient through the use smart contracts and less intermediaries (correspondent banks). There is also a system conceivable in which wCBDCs interact with tokenized deposits that run on different DLT networks. While in its infancy, this development could revolutionize the financial system, as tokens representing Real World Assets and securities can be part of it too. I, for one, am curious if such a system will be the future.

Over 90% of the money we use today can be instantly transferred into digital assets. And that's exactly what tokenised deposits are doing. This report looks at what tokenised deposits are and how they might affect the financial scene. Here are my takeaways: 🔶 Tokenised deposits are regular bank deposits managed on the blockchain. This will improve transaction speed and efficiency. 🔶 They offer features like always-on access, programmable transactions, and instant transfers. 🔶 The Regulated Liability Network (RLN) is designed to make digital transactions between banks smooth and easy. 🔶 Tokenised deposits keep their value stable by matching national currencies. 🔶 They can be used for multiple purposes, including payments, trading, and managing collateral. 🔶 Trials of the RLN show it can significantly speed up and secure transactions compared to older methods. 🔶 RLN fits within existing legal and regulatory frameworks, making it easier to adopt without new laws. Thanks Rosalyn Aryee - MBCI, CTPRP for bringing this to our notice. While this is still under the public comments stage - I have provided a few inputs - one main being "I recommend including a statement that the retrenchment/ exit of a TPSP is as important as the induction/ onboarding. A 100% risk in 100% TPSP on boardings is creating an insider and insider risk. This risk continues beyond the contractual period - specially if the separation is on performance or other issues i.e. not a natural one." I will be speaking on this topic at the BCI World Hybrid 2024 in London on 30th October, where I will also launch my 10th book 'My Experiments with Third Party Risk Management'. The book was over about 2 months ago and I am currently awaiting the Foreword, but going through the BCBS Principles forced me to add more to the book - a Third Party Strategy, a TPRM Policy and I guess the book looks complete now. I am looking forward to the final product.
