A new E3 study looks at the impact of different clean energy accounting frameworks on systemwide or "consequential" carbon emissions under voluntary clean energy purchases. The study uses E3’s California RESOLVE capacity expansion model (https://lnkd.in/giG8wYN9) to dynamically evaluate changes in system dispatch and investments over time under both annual and hourly matching approaches. We find that annual and hourly matching approaches result in similar impacts on long-run, consequential carbon emissions except under a relatively narrow set of circumstances. We also find that hourly matching will be much more difficult and costly to achieve in real life than in a capacity model context, and will expose participating customers to significant market risk due to the overprocurement that is required to match hourly demand during the most challenging hours. Finally, we conclude that long-term power purchase agreements (PPAs) will continue to be needed to finance capital-intensive clean energy projects, underscoring the important role of demand for PPAs from both the compliance and voluntary markets in facilitating clean energy development. Cheers to many productive conversations across the carbon market ecosystem 🥂 We launched the Sequestor platform and hosted an insightful panel discussion on the State of Carbon Markets featuring John Ambler, Dave Folk, Alvin Lee, Brian McFarland and Destin Whitehurst, moderated by our own Matthew Koh Jia An. Some key takeaways from our panel discussion if you missed it: 🌎 Financing environment in carbon markets: Investor risk appetite is weak - hesitancy from buyers to do pre-purchases and the lack of upfront capital is creating a funding gap to bring projects from paper to soil. 🌍 Institutional Capital: Institutional capital inflows will require clear regulatory frameworks, improved visibility on price signals, and a more sophisticated financial product stack (eg. insurance). 🌏 Policy Environment: Policy visibility on the supply side varies by jurisdiction - clearer policymaking is necessary to reduce project risk and provide clarity to investors. Compliance mechanisms at both national and intranational levels will be key in driving demand, but the market is still waiting on guidance and demand-side policy catalysts will take time to take effect. 🌍 Growth Opportunities: Many segments of supply and demand remain strong, especially nature-based removals and CDR. Deputy Treasury Secretary Wally Adeyemo addresses challenges looming over voluntary carbon markets The deputy secretary expressed hope that the Principles for Responsible Participation in Voluntary Carbon Markets, recently launched by Treasury and partner agencies, will bring the U.S. closer to achieving well-functioning, high-integrity voluntary carbon markets. In recent remarks before the Integrity Council for the Voluntary Carbon Market (IC-VCM), and the Voluntary Carbon Markets Integrity Initiative, Deputy Treasury Secretary Wally Adeyemo conceded that today’s voluntary carbon markets (VCMs) are faced with significant challenges that are holding back their growth. Notwithstanding, Adeyemo opined that “VCMs have the potential to create both economic and climate opportunities by channeling private capital to high-impact and cost-effective climate projects across technologies, ecosystems, and geographies.
