In addition many outlying areas have an unsatisfactory level of service, invariably 3G at best. Governments need to create incentives for alternatives to the MNO's to deliver broadband services that are both affordable and deliver a reasonable QOS (+10MBs) for data. Infastructure sharing for backhaul should be mandated and the MNO's should provide theirs at a subsidised price. The household CPE should include some form of renewable power and battery as there is so little grid power available.

Operators have the means to bill for services based on systems used for mobile communications. They can partner with or acquire companies with expertise in the services they wish to offer. This improves profits as well as grow GDP and services for the nation. Broadband is the infrastructure for other services.

I think the will and the ability is there as evidenced by the innovative banking and marketing solutions built on ancient technologies such as USSD and STK by African innovators (both intrapreneurs and entrepreneurs).
