Last month, Wuthering Waves published its first major update for the game, Thaw of Eons, and this Version 1.1 update also brings the long-awaited elusive member of Jinzhou City’s counselor, Changli, a dashing character with fiery ambitions and dedication to match that ambition that many players who are playing Wuthering Waves have been waiting for. Once they manage to do so after pulling in her Character Event Convene, they then proceed to master her skills and start building her properly to face the enemies in Wuthering Waves. However, gathering all the materials for Changli might get tricky, as the game does not explicitly state where to get the resources needed.
With that in mind, this Wuthering Waves guide will aid you in looking for Changli’s materials to ensure that you can upgrade her to the maximum Level. This includes where you can find Rage Tacet Core, which is accessible from one of the Overlord-Class enemies in the overworld, Pavo Plum, the Ascension Material for Changli, and lastly, the Exile Ring, one of the drops that you might find from the enemies within Wuthering Waves. Let’s begin.
Where to Find Rage Tacet Core for Changli
The first and foremost item that Changli needs is her Resonator’s Ascension item, the Rage Tacet Core. To get this item, you first must defeat Inferno Rider, an Overlord-Class Tacet Discord that roams the Sea of Flames area within the Port City of Guixu. However, to access this general area, it is wise to clear out the World Quest first, We Promise, We Deliver, before tackling the Inferno Rider, as you need that World Quest to permanently unlock the Inferno Rider and the overall area of the Port City of Guixu without having to deal with the fire debuff surrounding the landscape.

Defeating the Inferno Rider requires you to be vigilant and ready for its attacks. Generally, the Inferno Rider starts the battle while it is riding its motorbike, which means that your main focus during this phase is to Dodge and then use Intro and Outro Skills to whittle down its Vibration Strength. Thanks to their synergies and healing capabilities, I recommend using Jiyan, Yinlin, and Verina team composition for fighting against the Inferno Rider.
Another thing that you need to be wary of when fighting the Inferno Rider is that it is highly resistant to Fusion Damage, so bringing characters like Changli or Encore here will severely reduce their overall output, though it is still possible to defeat Inferno Rider with them, as it is not invulnerable to Fusion Damage.
Once you manage to defeat the Inferno Rider, you can get the Rage Tacet Core as your reward. The yield can go from 1 to 4 Tacet Cores per run depending on your Union Level. To get Changli to Level 90, you will need 46 Rage Tacet Cores.

Where to Find Pavo Plums for Changli
The next important material that you must gather for Changli in Wuthering Waves is Pavo Plum, a new type of flower introduced with Version 1.1 that serves as the main bulk of Ascending a Resonator, though currently, only Changli is using this material for Ascension. Gathering this material is quite easy, as you don’t need to battle a foe or Overlord-Class enemies to earn them; you just need to search for this Ascension material in the open world.
For Pavo Plum specifically, this flower is available in the latest region, Mt. Firmament, where Act VII of Jinzhou’s Main Quest line continues. These feather-like berries, oftentimes called the Linglong Hearts by the local people, are abundant within the Luminous Shore sub-region, which you might pass through during the Main Quest.
When searching for Pavo Plums, the marker for this flower is that they have a unique berry-like shape and a fiery red color across the Luminous Shore valleys, meaning that you should be able to identify this flower and pluck it from the ground easily. To get Changli to Level 90, you will need to gather at least 60 Pavo Plum, which means that you need to wait at the very least three days before you can get that number, as the overworld in Wuthering Waves currently only has approximately 27 of them at any given time. Alternatively, you can purchase 15 Pavo Plums at Shifang Pharmacy in Jinzhou City each week to help ease up the process of finding Pavo Plums for Changli.

Where to Find Exile Rings for Changli
Lastly, another crucial material that Changli needs is the Exile Rings, a Resonance Material that serves many purposes, one of them being Ascending the Resonators. The Exile Rings serve more as an identification than for practical use. It is used to display one’s commitment to sever ties with civilized society.
Fortunately, unlike the previous two materials which require all players to search the flowers and/or defeat a specific enemy, finding Exile Rings in Wuthering Waves is not difficult, since you can practically defeat human enemies (notably the Exiles, which are identifiable by their ragged clothes and gas mask with ‘^’ marking) in the game and have the chance to receive a drop from them. However, it might get tricky to find the correct enemies to kill, so I have prepared the full list of the enemies that can drop Exile Rings below, as you can see here:

- Exile Technician
Keep in mind that these enemies are scattered across many regions of Wuthering Waves‘ first nation, Jinzhou, so the only way I can guide you in finding Exile Rings faster is by finding human enemies that are not part of the Fractsidus faction (Exiles typically have brown and dark clothes, while Fractsidus have red clothes).
To fully Ascend Changli to Level 90, you will need 4 Crude Rings, 12 Basic Rings, 12 Improved Rings, and 4 Tailored Rings. Apart from killing those enemies to earn the Exile Rings, you can also use the Synthesizer in Jinzhou to upgrade the lower-level materials into better-quality materials, which requires you to spend 3 lower-quality Exile Rings to produce a greater Exile Ring.
