The same bonus applies to naval units in shallow water tiles near the coast. Divine Wind also halves the production cost of Theater District and Holy Sites.

Meiji Restoration is the civ ability for Japan. This gives you a +1 district adjacency bonus, which is twice the standard 0.5 adjacency bonus. This makes it easier to obtain the +1-adjacency bonus since you only need to place one district next to another, including the city center.

How to Win With Hojo Tokimune of Japan in Civilization 6

Hojo Tokimune of Japan in Civilization 6 can be considered a more militaristic leader because of his Divine Wind bonus. His +5 combat bonus for coastal and shallow-water tiles makes military conquests easier for players who make the most of it. So, Domination Victory is a decent enough victory condition to play for with Hojo in that respect.

To make the most of the Divine Wind combat bonus, it’s best to play on a map with more islands and coastlines than a continental one. Select to play on maps like Island Plates, Archipelago, or Small Continents with Japan that will likely include more small islands and coastal cities to fight around. Avoid playing on maps like Continents on which much of the warfare will take place inland, away from the coastline.

Establish more of your settlements near or on coastlines when playing with Hojo of Japan in Civilization 6. Doing so will help you defend them better with the Divine Wind combat bonus because enemy units will have to assault them along coastlines. Try to draw enemy units to coastlines where you can hammer them with your Japanese military.

Remember that naval attacks in shallow water are more potent with Japan in Civilization 6. Thus, Divine Wind makes utilizing a navy for warfare more beneficial. Consider recruiting a few naval units to attack coastal cities during your wars.

Sumurai is a strong unit to further your military conquests during the Medieval era. Getting this unit sooner rather than later will help you crush at least one civilization. So, unlock the Feudalism civic ASAP so you can unleash the Sumurai ahead of time on enemy civilizations.

Japan’s Meiji Restoration district adjacency bonus is good for whatever victory condition you’re going for. Building districts next to each other in groups of three will enable you to reap +2 adjacency bonuses for faith, science, production, gold, and culture. To enhance the impact of Japan’s Meiji Restoration civ ability, select policy cards like Aesthetics, Craftsman, Scripture, Town Charters, and Natural Philosophy that give you 100 percent adjacency bonuses, effectively doubling them.

Hojo of Japan in Civilization 6 is also a solid leader in winning cultural victories. This is primarily because his Divine Wind bonus enables you to build Theater Districts in half the time. If bonking heads doesn’t appeal, try building lots of Theater Districts instead to give your culture a boost with cultural buildings.

The Electronics Factory is useful for furthering Japanese cultural output with the Electricity technology. Each one of those unique buildings will increase culture by +4, and 10 of them will boost cultural output by +40. So, build many Electronics Factory buildings in your Japanese cities from the mid-game on to boost both production and cultural output. You’ll then benefit from higher cultural output throughout the second half of a game, enabling you to seal a Culture Victory with the best tourism civics, such as Cultural Heritage, sooner rather than later.

So, pursuing domination or cultural victories is probably the best way to win when playing with Hojo of Japan in Civilization 6. However, Tokimune’s all-round versatility sets him apart from other civilizations. Japan’s slightly superior production potential and generally higher adjacency bonuses also come in handy for securing the other three victory conditions.
