After an earthquake in Afghanistan, a splinter terrorist group is going around killing medical personnel and such. My question would be why any medical personnel were even sent over there, but I digress. The heroes have to stop the group, even though they are short on supplies and everything else.

Pretty much a capsule of how everything went wrong in Afghanistan.
