Unblock Request

Is this where I request to have my block lifted? The instruction tell me to go to the bottom of my talk page. I did that. Then what? There is no field to enter the required text. There is no prompt mentioned? Why is Wikipedia so painful to use?

Please provide clear step by step instructions for end to end tasks such as asking why one has been blocked. I have spent an hour going in circles trying to find a way to contact someone and get stopped at every turn,

The block message I received was "The IP address that you are currently using has been blocked because it is believed to be an open or anonymizing proxy. To prevent abuse, these proxies may be blocked from editing Wikipedia."

I have no idea what this means and when I click on links to find more details there is language being used that means nothing to someone like me - a subject matter expert who has average technological expertise but is not a computer geek.

This user's unblock request has been reviewed by an administrator, who declined the request. Other administrators may also review this block, but should not override the decision without good reason (see the blocking policy).

I don't know if this is the right place to put this request as Wikipedia instructions are vague. There is not enough clarity. For example, I clicked on "Help:I have been blocked." I then followed these instructions and hit a dead end. Where do I type this text? There is no field or prompt mentioned in the instructions.

I use multiple computers. My work laptop blocks personal email accounts for security reasons(I am currently using my work laptop) and my personal laptop which allows access. I also have a personal desktop and a work desktop.

I also looked up my IP Address on the internet so the one in the subject line is what I got from Google.

The blocked message I got is below:

"If you believe you are not running an open proxy, the most likely cause is that another customer using your IP address who was previously assigned this IP address was running an open proxy. You may appeal this block by adding the following text on your talk page: {{unblock}}"

Please help as I am currently trying to get an article to where it should be so it can be published and because I am blocked I cannot ask people questions let alone thank them for the help.

I just sent a request before this one for IP 99.230.170.125. Yamla has blocked me twice and I am using the same laptop. The last time I sent an unblock request (see previous ones) I was told I wasn't blocked. I was able to resume editing a contribution based on feedback. Now, I am blocked again and cannot edit.
