Darkseid is the seeker for villains because he's a little bit waiting for the one who will be willing to rule the world, When [[Harley Quinn (Harley Quinn TV Series)|Harley Quinn]] seeks him he realizes she needs to be put by the test by telling Harley should fight Granny Goodness so she can worthy to rule the world but he didn't know [[Doctor Psycho (Harley Quinn TV Series)|Doctor Psycho]] helped Harley to defeat Granny Goodness and Harley didn't know that ether. 

He realizes Harley just wasted her chance to rule the world by getting rid of Harley's former parademons and he didn't care about Harley's care for humans. He realizes Doctor Psycho and [[Riddler (Harley Quinn TV Series)|Riddler]] wanted to Harley so they can rule the world and he knew Doctor Psycho will not successes his plan because he thinks Doctor Psycho is a failure just like Harley. His searching for Anti-Equation. He's an evil, arrogant, egotistical, disbelieving, cruel, sadist power-craving villain who wants to rule the world alone. 

When Doctor Psycho failed to kill Harley Quinn he asked Harley to rule the world but she doesn't want to do that anymore and told Harley he's coming for her and her people she really cares about.
