Jan Kincade was a human woman who served in the Starfleet ground forces in the 2380s, holding the rank of lieutenant colonel.

Biography[]

By 2385, a number of rumors filtered out of the special operations community about Kincade's actions. Tom Riker reflected that if even half of them were true she should have been drummed out of Starfleet, and that not even Section 31 would be comfortable with some of what she did. He speculated that Kincade had a "guardian angel" high up in the Federation government that kept her from being brought to justice and kept her in a Starfleet uniform.

In 2385, Presidential Chief of Staff Galif jav Velk ordered her to assemble a black ops team called Active Four to hunt down the people responsible for the assassination of President Nanietta Bacco. What the individual members of Active Four were told was that they were going to bring the assassins back to Earth to face Federation justice for what they did. However the actual intent of Velk and Kincade was to torture information out of the assassins before killing them.

After taking a group of Cardassians prisoner, Velk cancelled the previous directives ordering the group to return the prisoners to Earth, but instead had them taken to the clandestine prison on Nydak II. Upon arrival, Kincade wasted little time in starting to torture information out of them. She at one point murdered an unarmed prisoner. Upon intercepting video of Kincade doing this, team member Tom Riker took the video to fellow team members Nog and Tuvok. With assistance from the Zeon Ashur, they began to move against Kincade.

Kincade still succeeded in having all the Cardassian prisoners killed. She herself was killed by Nog in order to keep her from murdering Tuvok. (ST novel: The Poisoned Chalice)
