The imperial gazetteer of India - no cover available - by Sir William Wilson Hunter; however, I believe that the bibliography was referring to the following which I found in The Digital South Asia Library - quite a fascinating source of information. Here there are in digital format all 26 volumes. It appears that the source Keegan was researching was volume IV.

Note: I have cited sources once; if a source was mentioned before and was cited previously, I do not cite it again. Additionally, Keegan's bibliography is quite sketchy, incorrect titles, authors, etc. - so sometimes even with some research the titles could not be found; in other cases I got lucky. Also, some of these sources especially articles are not readily available or should I say easily available and I was not able to find them.
