Holy crap does Notifications need a "toggle all" switch for its Applications list. (He just discovered, while trying to enable notifications from only one application.)

Actually, thinking about it more... maybe it shouldn't be a switch. Gtk/libhandy/libadwaita/whatever-owns-them-this-week switches don't have a tristate form, so when some rows are enabled and some rows are disabled, what do you set that switch to?

Ideally you'd want to be able to either switch everything off or everything on, directly from that state. Maybe "All on" and "All off" links would be better.
