Notability of Haebaragi

A tag has been placed on Haebaragi requesting that it be speedily deleted from Wikipedia. I've reverted the cut and paste of the Honolulu building code that you dropped into the middle of Building because it seemed to replicate the introduction, and contained specifics that aren't helpful in a general article. It seemed to be out of place, perhaps due to the lack of context. Just wanted to let you know, and to ask you to consider the context of your edits. Thanks.
