This fails a basic transformational test:
- We looked up at the stars. (clause extracted from usage example)
- Where we looked was up at the stars. is grammatical for this sense.
An alternative interpretation might be that up at is a two-part particle and the phrasal verb look up at, as one OneLook reference McGrawHill Dictionary of American Idioms and Phrasal Verbs has.
There is an {{&lit}} sense line in the entry which would include this sense.
