Abstract
For a re-entrant line operating under the HLPPS service policy, the stability was proved by Bramson in 1996. A simple proof for the stability of the fluid model is given here. Also, the HLPPS service policy is modified according to the proportion of potential jobs and the stability of the fluid model under the modified one is proved.
