In 1951, the tiny European democracy of Monclova was the site of a conflict between the Blackhawk Squadron and a covert faction of Monclovan politicians bent on taking over their national government.

In 1951, like many small nations in post-WWII Europe, Monclova was struggling with economic hardships and external political pressures. Nominally a democracy, the little nation teetered on the brink of dictatorship, and the issue was decided in that year's election, between Charles Frambla and Baron Vargo. Not long before election day, the Baron sent a hired assassin after Frambla, but he was apprehended by the visiting Blackhawks.

After the Blackhawks returned to their Island, Baron Vargo attempted to seize control of Monclova. This brought the Blackhawks back, but Vargo believed he was well prepared for them, with a truly enormous 90mm antiaircraft cannon. That failed, and soon the Blackhawks caught up to the Baron, just as he was in the act of cancelling the elections. Vargo's bodyguards were overpowered by the Blackhawks, and the Baron himself was captured by the self-styled "Eighth Blackhawk," Sheila Hawke, who had already captured the rest of Vargo's men.

The elections were held as scheduled, and Blackhawk "volunteered" Sheila to remain in Monclova to help the new government establish itself.
